Will Davis

Will Davis has been the Manager of the Planning, Research, and Accreditation Division (PRA) for the Scottsdale Arizona Police Department (SPD) since February 2003. Mr. Davis is responsible for directing 5 staff members in the oversight of strategic planning, policy development, accreditation, research and projects and performance measurement. Mr. Davis started his law enforcement career with the Maricopa County Sheriff's Office in 1985 and has been with the Scottsdale Police Department since 1991. Mr. Davis has held several law enforcement positions over his career including detention officer, policy development officer, accreditation manager, crime analyst, planning analyst, technology project manager, planning manager and Planning, Research and Accreditation Manager. Mr. Davis has been published in "Law and Order" magazine, quoted in "Government Technology" magazine and most recently co-authored a white paper titled "Strategic Planning as a Management Philosophy" published in the December 2006 issue of "Police Chief" magazine He presented the white paper at the September 2006 conference of the International Association of Law Enforcement Planners in Newport Rhode Island, and at the September 2007 Advanced Learning Institute Conference held in Washington D.C. on "Integrating Performance Measures, Strategic Planning and Budgeting". Mr. Davis holds a Bachelors' degree in broadcast communications through Eastern Kentucky University (1983) and is a certified Advanced Law Enforcement Planner through the International Association of Law Enforcement Planners and a certified Project Management Professional through the Project Management Institute.
